Outlook 2003 is told not to download images in email but it still does?!?!

The problem seemed to coinside with SP2 - but outlook downloads images
in emails eventhough its set not to.. any ideas or is a reinsall in
order?

I know that I'm posting to an old message, but this is important...

It seems there is a bug in the image blocking of Outlook 2003 in that
if the image URL is not properly formed to look like an image the
blocker is fool and lets the image display. Here's an example from an
email I received:
