optical mouse, horizontal scrolling issue

When I scroll up with the mouse wheel the page that I am looking at will move
up as well, but then snap down a "click". If you think of the mouse having
gears, as I scroll away from me to make the page go up, the page will go up
but then "rebound" back down a line or two as if it hit a missing gear.
Scrolling down is not a problem, nor are any other mouse features.

HP optical mouse, HP 4 pent computer, XP home edition. New mouse, same
problem. Settings in control panel did not help / fix problem. "Smooth
Scrolling" is selected.
Any suggestions,

Sorry. This is a newsgroup dedicated to questions about Access, the
