Operating system not found

Hi
A friend is having a problem with vista that I have not heard off befor.
It seems that, for him, startup takes a long time and if he turns off the
machine while vista is booting and turns it back on he gets an error message
saying "operating system not found".
This occured on 3 Dell machines
Has anyone else heard of this and what could be the cause of it?

I have a customer who has had this happen twice with a Dell computer.
If I boot the system using the CD, and "repair a startup issue", the
systems works again.
