Open link in new window?

I just reformatted & reinstalled WinXP Pro for my yearly PC cleaning.
For some reason,when on the web, right-clicking on a link to open as a new
window is now disabled. Can't find where to enable that option anywhere.
Anyone know how to enable this?

Kelly has a fix at line 150, left "add open new window to the right
click". You might also want to look at the other tweaks to see if
there is something broader to deal with the situation.

Actually, I tried your suggestion & a number of others posted in other
groups. So far, no solution found.
