Non-Keyboard Windows XP login

Is there a configuration or is there a software utility
available to anyone's knowledge that would produce a
virtual keyboard PRIOR to the login dialog box that would
allow a user to fill in account/password/domain
information without needing a keyboard but instead using
touch screen.

Not that I am aware of. It might be possible to cobble something
together, but that would require a touch-screen monitor (expensive)
and some custom programming.

What exactly are you trying to accomplish> You can log in a specific
user automatically by installing and configuring TweakUI from
http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx
