NO SYSTEM SOUNDS

Recently my (XP Home) system sounds have not been working (startup, shutdown,
pop up blocker etc). I am able to play music; and I have even located the
specific sounds on the computer, and they are all there and working, no
Probs. So, I looked in the "sounds" within the control panel, where the
allegedly is a long list of "program events" (i.e "new message; "contact
person has logged on"; start-up; shut down; log on and off; etc etc.) whereto
specific sounds are connected. However this list of "program events" is
seriously reduced and contains only a couple of irrelevant "events" relating
to "Works", Messenger, and outlook express. However the very long list of
system sounds are still there. So the problem is: how do I add program events
to the to the list? - Or even better, is there a neat way of restoring the
list? ---PS I have tried system restore; but I think the problem is about a
month old, and for some reason, system restore will only let me restore
approx. one week back in time. Any ideas??? PLEASE HELP!
