Need help finding Rules and Alerts

moving to Outlook(2003 11.8010.8028) from Outlook Express - trying to set up
automatic forward of all emails received to secondary email address (i.e.
work to home)

In the Navigation Pane (Navigation Pane: The column on the left side of the
Outlook window that includes panes such as Shortcuts or Mail and the
shortcuts or folders within each pane. Click a folder to show the items in
the folder.), click Mail.
On the Tools menu, click Rules and Alerts.
Tools does not offer Rules and Alerts?
I have: find, address book, organize, cleanup, empty, forms, macro,
accounts, customize and options?

what am I missing?

You missed a really simple step - menus are context sensitive. So first
select the Inbox. Then Tools| Rule and Alerts.

Don't you want your provider/mailserver do that for you ?
Now your work machine has to get the mail from the server/provider and
then send it out again.
Couod be, but this is another possibility.
