Delete Rules Not Working - OUTLOOK 2003

As a user not administrator in Outlook 2003, I created some rules. One is in
error. When I click on the Navigation Pane, click on Mail and Inbox, then go
to Tools and click on Rules and Alerts a dialog box diplays for about one
half second and disappears. I can never keep it open to accomplish any task
which are trying to change or delete a rule. What is the problem and what is
the solution??
