Naming information cannot be located because: no authority could be contacted for authentication

I am currently receiving this error message when launching active directory
users and computers.

"Naming information cannot be located because: no authority could be
contacted for authentication".

checked DNS and find that if i attempt to access the other domain controller
i receive a message that access is denied. obviously i have sort of active
directory authentication problem.

A system state restore was performed to solve an exchange server issue
(problem had occurred once before 7 weeks ago) and this has somehow broken
authentication of this domain controller with the network one.

Any ideas on how to fix this?
