Malfunctioning USB Scanner and the HID Service

My Spec is as follows

Windows XP Pro
Athlon 2400XP
Abit KT7 Max2 with Media XP
1.5gb pc2700
2 * 80gb hard drive
1 * 120gb hard drive
GF FX5800 Gfx card
TRust 5.1DX Suround sound
Epsom Photo 900 printer
Artec 48U Scanner

My scanner has recently stopped functioning. I have tried unplugging the usb
cable and have tried using it in the other 8 or so i have spare and each
time the pc finds the new hardware attempts to install it but comes up with
the following error "one of the usb devices attached to this computer has
malfunctioned". I have tried uninstalling and re-installing the drivers but
this did not work. I have since had a look at the services running on my pc
and noticed that the human interface device service was set to automatic but
was not running. I have tried to restart this service but I get the
following error "could not start the human interface device service on local
computer.. Error 126 the specified module could not be found"

any help gratefully received. please ask for any further information if it
helps you help me.

Is your scanner usb2 compatable or is it just usb1. You may have some
compatability problems there. You say you have 8 usb ports, is that
from a hub or are they all from the motherboard? has the scanner ever
worked with this computer configured as it is now. I remember having
a HP3000 series scanner (when usb was just new) and it had a problem
with usb if the mainboard had VIA chipsets. I solved that by using a
different scanner that used the printer port.

The scanner has been working fine for months on this pc. All usb ports are
run from the motherboard with via chipsets. i'm sure if I could get the HID
service to work again it would solve it but I just dont know how to get it
working again. Scanner is USB rev 1.0 and I have both rev 1.0 and rev 2.0
usb ports on ym pc and have tried them both.
