logo testing?

I am having numerous problems. Any help would be greatly
appreciated. I tried running Windows Update on my XP Pro
PC, but it is complaining about security settings and
ActiveX, all of which are set to their lowest levels and
enabled. Then it takes me to a page saying that I must be
logged on as an Administrator, which I already am. So, I
figured perhaps it was just a problem with IE. So I went
to microsoft.com, and proceeded to download IE 6 SP1, but
once installation starts, it tells me that it has not
passed Windows logo testing. Odd, that their own product
won't pass their own tests.......

So, I found a KB article that talked about this logo
issue, but it did not help. I am in desperate need of
assistance. Any and all help would be greatly appreciated.

Start->Run->cmd
net start cryptsvc
regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll
regsvr32 dssenh.dll
regsvr32 rsaenh.dll
regsvr32 gpkcsp.dll
regsvr32 sccbase.dll
regsvr32 slbcsp.dll
regsvr32 cryptdlg.dll
exit

OR:

Click start, run type CMD, then type these following lines:
net stop crytpsvc
ren %systemroot%\system32\catroot2 oldcatroot2
ren %systemroot%\system32\catroot oldcatroot
net start cryptsvc
