Jumping Windows

There seems to be a running problem with system. I am running Windows XP
Second Edition (with all updates). The problem is that when I open a window
(especially an internet browser - IE7 or Netscape), the window will start
scrolling up and down by itself really fast. This has been going on for
quite some time. Anyone have an idea what might be causing this?
 
I would suspect some hardware problem. A bad mouse or keyboard, or maybe just
the driver for those.
