Internet Explorer 8 Mess -- Add-ons Disabled

I installed I Explorer 8 and now the Information Bar that sometimes warns
about Active X controls come on in every browser I open -- except is says:

"Internet Explorer 8 is currently running with add-ons disabled. Click here
to manage, disable or remove your add-ons."

Worse, Windows Update won't run at all. It stops on the home page claiming
it's looking for the newest software to view the site -- says to look at the
Information Bar for Active X controls -> but of course that's impossible
because the Active X controls message is being usurped by IE8.

How do I fix this mess? This is the only bad IE upgrade experience I've had,
the rest have been pretty good but this one is messed up.

Please state your full Windows version (e.g., WinXP SP3; Vista x64 SP2) when
posting to this newsgroup.

Uninstall your outdated version of Google Toolbar & reboot.
