Internet Explorer 8 Problems with add on management

First, I have followed the instructions and have also unistalled and
reisntalled IE7 & 8. When explorer comes up it has message bar that it is
operating without add-ons. I go into IE tools and then manage add-ons, I go
to all add ons and then allow to run without permission. All add ons show
enabled. Then I restart IE8 (also happened with IE7 on the
uninstall/reinstall process) and still shows operating without add-ons. This
prevents active x from running for auto vid/sound card downloads etc. Have
another XP system without the problem and all internet settings under
advanced internet options are the same as one with problems??????

Uninstall Google Toolbar & reboot. Assuming everything's OK now, feel free
to install Google Toolbar 6.

You need to check to see if your are using a "shortcut" icon and make
sure that "-extoff" is not at the end of the "Target: " dialogue
box. This option "-extoff" tells Internet Explorer to not use the add-
ons.
