Add ons disabled

Hello
I keep getting the information bar message
(Internet Explorer is vurrently running with add-ons disabled)
When I go to manage add-ons I see that all of the ones listed are
enabled.
Any ideas why the message is always popping up?

2a. Uninstall Google Toolbar & reboot.

[Usual culprit for this lately is an auto-update of Google Toolbar, Kelly.]
