Installing XP doesn't finalize

In the process of upgrading XP on top of XP, it shows 35 minutes remaining for Installing Windows, then reboots without ever finalizing installation. This just keeps looping.
 
Chris, if you are trying a Repair Install remove all your computer
peripherals. Just use the basic hardware.
