Install programs in safe mode

Should XP be in safe mode whn installing new programs?
Programs say yes, web sites say no.
 
what program tells you you need to be in safe mode, the ONLY one i've ever
seen that suggested that was a hack to XP for themes. thats absurd, no you
do not need to be in safe mode when installing new software.
