install software in safe mode

I'm trying to install the Maxtor / Seagate disk checking software as Win XP
SP will not boot except in safe mode. The software says the administrator has
set policies to prohibit installing software (I did????). Is this a feature
of Win XP ? My regular account has administrator privileges. Do I need to log
in as administrator? What do I do if I can't remember the password?

Actually the windows explorer utility won't get you much info.,the DOS based
utility gets much better results as the hd isnt being used with the OS,this
requires
installing to a MS-DOS formatted floppy,then boot to floppy.You can/could
also
get great results by booting to xp cd,recovery,press enter for
password,select
1 for C: Then type:CHKDSK C: /R When its thru type:EXIT Also,after its
thru
chking the disk,you may type:Fixboot

I believe you will find seagate has a downloadable that will create a
bootable cd / floppy utility
