Stuck in safe mode trying to re-install XP

Hi, I am trying to reinstall XP from dell after my system crashed. The laptop
is stuck in safe mode ans sytem setup keeps giving the error mesage "setup
cannnot work in safe mode". I cannot reboot an bypass set-up.

Can I reboot into MS DOS to reconfig into normal boot mode?

Reboot.
Right at the startup screen(Dell, HP, motherboard number, whatever), down
the bottom of the screen you will see Press either F1, F2, or Delete KEY to
enter Bios/Setup. You have to go in there, and change the Boot order to make
your CD/VDV drive 1st in the Boot Order.
OR, it might say Press F12 for Boot Menu, where you can change it as
above(CD/DVD 1st).
Save those settings, reboot, and follow instructions on XP disk to reinstall.

Load files, and make sure that you delete the existing XP partition, format
install.

Hi, thanks Mick. I started that process but it will not complete as the
laptop is stuck in safe mode.

What happens when you change the Boot Order in BIOS to make CD/DVD Drive 1st
in the Boot Order?

It has to boot from the CD/DVD drive(XP disk already inside the drive)

I have rebooted with the origional OEM CD in the drive but it is stuck in
safe mode and unable to utilise set-up. I need to get into MS-CONFIG to get
out of safe boot.

If you are stuck in Safe Mode, you have gone further that required.
Your laptop must boot off the CD. This will boot the PC into a
specialized environment which will let you install , re-install and
repair XP. You should be able to see a "Press any key to start from
CD..." message during the boot process. If not, then you have two
possible problems:

1) Your install CD might not work

2) CD drive no longer work.
