Jammed in Safe Mode during XP reinstall

We have been infected with malware, which spybot and others could not combat.
We have backed up all data to an external drive, but not unfortunately the
system drivers.
For some reason, my daughter decided the reinstallation of XPsp2 should be
done in safe mode. This all worked until the initialisation stage, when the
message is that this cannot be completed in safe mode. However, despite the
message saying it will now boot normally, it remains locked in safe mode. I
have used F8 during reboot, and manually changed it to boot normally (and
also tried safe mode at prompt), but it stays in safe mode regardless and
always comes up with the same error message.
For variety, it works through several paths, including a full diskcheck.
Is there any way out of this, or should I format the disc and start from
scratch. We do not have a drivers disc for this PC, otherwise I would
already have done this.

A repair installation of winxp is unlikely to rid your PC of infections. -
if you really cannot rid yourself of the infections useing tools freely
available then a clean installation is required.
Drivers are available from either your PC makers site or the individual
hardware manufacturers
Ensure your data backups are useable, before nuking your PC
Belarc Advisor will reveal the product keys for much software on the PC, if
you dont have them, as well as the hardware details
