Re-installing XP Home stuck in loop, boots in safe

My computer will not load, stuck in constant loop.
Reinstalling XP Home...it did not finish, It is booting
up in safe mode (by it's own choice, I have not told it
to boot) and when it is almost finished loading in safe
mode, the message "Windows XP Setup cannot install in
safe mode", only choice is OK. Then down it goes and the
message "setup is continuing installation" and then down
it goes to boot in safe mode again. I have tried booting
from the 6 floppies that I have made - does not work. I
am ready to format hard drives and start all over...but
can't get anywhere. Any suggestions? Thanks for your time.

I had similar problems and then the glorious idea to
refromat my HD and do a "celan (re-)install" - thats when
the real trouble started.
For about a year proud owner of a "TARGA Visionary 1900
WS" notebook PC, which is a AMD based system with WinXP
home edition preloaded. The amentioned PC worked
relatively satisfactorily, but recently it developed more
and more system freezes and other errors, usually due to
driver confliccts (of devices I had deinstalled ages ages
ago!) and I was unable to log onto the internet or create
any new dialup connections - the option presented itself
as blanked out. I tried with the help of the WinXp help
ysytem and MS support site all sorts of measures incl.
viruschecking, WinXP-rerinstallation etc., but to no
avail, things got only worse eg. that most of my
application became inaccessible, and I was still unable to
get onto the internet. In the end I decided to download
my personal files onto a zip-disk, reformat the harddisk
and to perform a "clean install" of WinXP - this however
proved to be very difficult if not impossible. I have
already wasted numerous hours with many fruitless attempts
incl. numerous reformatting and partitioning, BIOS
updating etc. and seem to go in circles, and I am on the
verge of applying physical and destructive force to the
afore mentiond PC. I'd be therefor very grateful if you
could hand onto to me any constructive suggestions how to
solve this sort of problem.

The sequence of events on my last ateempt appearing on the
PC screen was as follows:

insertion of OEM MS Windows XP Home Edition [WinXP] disk
(Targa Product Recovery CD-ROM, Mat.Nr. 1041630,
prod. key K4VFW-CMP2D-4VTYF-492TR-2KMHQ)

THERE ARE MANY POST LIKE this....but where is the solution!!!
I am in a similar whole. Attempting to put a new HD and OS (XP home) o
a PC....I have built pc from scratch and trouble shot 98 for ever.
This is unbelievebale.
