IME issues - language

Microsoft Windows XP Professional SP2 English
Microsoft Windows XP Professional MultiLanguage Pack Korean
Office 2003 English
Office Professional MUI Pack Korean

IME is working fine inside Office 2003. (Word, Excel, ..)

Under OS (e.g. Explorer, Wordpad,..) it's not possible to change the Input
Mode from English to Korean (HAN/ENG Toggle) - the Icon did not change.
(still A)
When i delete the user profile and create a new one the problem is resolve
for a while than the troubles comes back.

IME Pad HandWriting Korean is working, it's only the Imput Mode.

any Ideas ?
