IE6 defaults to "Work Offline"

We have two WinXP computers, each using IE6 sharing a DSL connection on a MS
workgroup. If I click on a certain link on one computer, I get a "Page
cannot be displayed" message - no problem. But on the second computer,
clicking the same link we get a message box with the old Dialup Connection
dialog. And if I then click the IE6 menu bar "File" option, I see that
"Work Offline" has been magically checked. This means that no further
browsing of any kind can occur until I uncheck the Work offline.

I'm not clear why the two computers react differently to the same link.
I've also never seen the response of the second computer before.

Any suggestions?
