IE windows size issue

Has anyone seen this. If a URL opens a new browser window
the window opens up near the top right side of the screen
and its about a 1x1 window. This happens if I select open
in new window as well.
 
Try stretching the small window to full size. (Do not use Maximize)
Ensure that window is the last one closed and IE should remember the
size next time.
