IE icons on desktop do not start Internet Explorer

Internet Explorer icons on my desktop that point to internet shortcuts have
all lost their program associations. When double-clicked, I get asked to
pick the app to open this type of file. As Internet Explorer does not show
up as an option, I have to "browse" to find the iexplorer.exe in the Internet
Explorer folder in the Program Files folder. Once I select the the
iexplorer.exe, It doesn't seem to do anything (other than give me an hour
glass).

The icons on the desktop remain with their proper icon image, however they
just won't seem to launch IE. My local program shortcuts are NOT affected -
they work normally, along with the IE shortcut on my taskbar. I searched for
an answer for this issue and found this older post:

This is the same problem I'm having, only the fixes mentioned did not work
for me. I use IE6 SP2.

Open Windows Explorer.
Go to Tools | Folder Options | File Types.
Scroll down to URL:HyperText Transfer Protocol (NOT URL:Internet Shortcut)
and select it.
Click Edit or Advanced, depending on your Windows version.
Select 'open'.
Click Edit.

"Application used to perform this action" should read:

"C:\PROGRAM FILES\INTERNET EXPLORER\iexplore.exe" -nohome
(Check the path to iexplore.exe to make sure that is correct and use the
double quotes.)

DDE should be checked and in the boxes below it you should have:

#1:
"%1",,-1,0,,,,
#2
IExplore
#3 (blank)

#4
WWW_OpenURL

URL:HyperText Transfer Protocol with Privacy should be the same.

Sometimes it is necessary to uncheck Use DDE.

If that doesn't fix it, go to Start | Run and type

regsvr32 urlmon.dll
