how to set mouse to doubleclick

Used to be able to do it in other versions of windows.
Working in XP home and want to set it to single click for
everything. It's not in mouse properties, and it's not
in accessibility options.

Open Windows Explorer, go to Tools, select Folder Options, on the General
tab, select "Single-click to open an item," click apply and ok.
