how to restore reflective old photo?

Hi,

I have a old photo of my uncle taken during WW2 and have a problem? The photo only appears in focus and sharp when viewed horizontally and not when viewed vertically (in its normal position). Can anyone help so the photo looks exactly the same?

I have attached the photo below,
