Is there a way to get a hotkey to launch a second copy of the
application?

This is the background:
I have created a hotkey to a simple application. If I use the hotkey
it will launch the application.
If I keep the application open and try the hotkey a second time then
it will *not* launch another copy.
However, if I go to the shortcut for the application where the hotkey
is defined and I double click it then I get a second copy launched.
So i conclude that the hotkey restriction seems to be something to do
with XP's hotkeys rather than the application itself.
Is there a way to get the hotkey to launch a second copy of the
