shortcut hotkeys VERY slow to respond

I have hotkeys set for some shortcuts on my desktop, for example
Control-Shift-T to invoke a particular program. Sometimes they work
instantly, sometimes they take forever --- like 40-50 seconds to act!

I am on Windows XP Pro SP3. Everything is updated regularly.
The Windows hotkeys (logo+E for Explorer) work fine.

I have AVG antivirus, Spysweeper, ZoneAlarm firewall. I have disabled these
with no difference.

No other apps are running on my machine. I have tried running other stuff
(apps, IE7, Outlook) -- but whatever is additionally running makes no
difference.

I made a shortcut to a Notepad .txt file and gave it a hotkey. It also took
a long time to work, then another time it worked quickly. It's not a problem
with a specific shortcut. It's the hotkey!

I have spent hours in the knowledgebase and msdn and googling. No help.
I have run CCleaner, Registry Mechanic, AVG virus scans, SpySweeper. No help.
I disabled my network. No help.

It seems that something is searching or trying to look-up the mapping or
something.
The mouse is still active while the wait is happening (the system does not
freeze).

Otherwise the system and keyboard behave fine. Execution of programs is
fine, including complex apps like VS2005. It's just the hotkeys!!!

Any ideas?

Not sure whether this information will help.

In Task Manager Help.

To change the priority of a running program
On the Processes tab, right-click the program you want to change, point
to Set Priority, and then click the command you want.
Notes
To view the priority of running programs, on the Processes tab, on the
View menu, click Select Columns. In the Select Columns dialog box,
select the Base Priority check box, and then click OK.
Changing the priority of a process can make it run faster or slower
(depending on whether you raise or lower the priority), but it can also
adversely affect the performance of other processes.

Thanks for a quick response, but that doesn't help.

When I use the hotkeys, there IS NO program running, so there is nothing to
raise the priority for. The HotKey is supposed to invoke the program. This is
something the system does, or that some system setting controls. (?)

maybe ATIhotkey poller is the problem?

Also don't use a signature seperator if you are not bottom posting as it
will strip previous quotes for other replies.

1. My ATI HotKey poller service is disabled. I assume that means it is not in
the way, unless it NEEDS to be active. I have googled this and it applies
more to hotkeying between screens, doesn't it?

2. Alas - Separate DesktopProcess change in the registry made no difference.

3. When I hit REPLY for this newsgroup, the signature separator was placed
there for me. It is not in my profile. I erased it for this message.
