How do i block a program?

I have Windows messenger and MSN 6 installed on my computer.. I have tried to
remove Windows messenger from the system but I can't. It still comes on
everytime I start up windows but now it isn't located in the toolbar nor in
the program manager so i can't shut it down with CRTL-ALT-DELETE either.

Any suggestions?
