Automatic sign-in to Messenger - problem

XP Home, SP2
Windows Live Messenger 8.1 (MSN Messenger).

Although I have the options checked to allow automatic sign-in when
Windows loads and to "remember me" (remember name & password), it does
not work, I have to manually open the program and enter my name &
password each time I want to use it. The problem started months ago
when I was using MSN Messenger 7. I have since uninstalled 7 and
installed 8, but the problem persists.
Out of curiousity, I tested Windows Messenger 4.7, and the same
problem occurs - automatic sign in does not work, and name & pw are
not remembered.
** I have two Windows user accounts, both Admin level accounts. This
problem occurs only for one of those accounts.

Because the problem exists in both messenger programs and only occurs
for one Windows user, I think the problem is within Windows itself
somewhere which is why I am not sending this to the MSN Messenger
group.

Help/suggestions please?

Start-Control Panel-User Accounts:

Admin Account#1 -(the one for which auto-sign in works correctly)
When I view this user account, the main panel on the right lists five
options.
Change name, pw, picture, account type, and delete account.
On the left pane, under Related Tasks, there are two options - change
another account, and create a new account.

Admin Account#2 - (the one with the problem):
The main right panel does not include a Delete Account option like #1
does, and it includes an option #1 doesn't - "Set up my account to use
a .NET passport". If I choose that option, it starts a ".NET Passport
Wizard". This apparently associates the Windows account with a
passport ID, but I have run through the wizard several times (using
the ID I use for MSN Messenger) and nothing changes. It's like the
wizard doesn't remember that I've already set it up.

On the left panel, under Related Tasks, there are two additional
options that Account#1 doesn't have:
"Mange my network passwords" and "Prevent a forgotten password". If I
click on "Manage my network passwords", a dialog box opens. It's
titled "Stored Usernames and Passwords" and says "Windows allows
applications to store logon information for network locations and
websites. To edit an existing entry, select it then click Properties".
There are no existing entries, the box is empty.

I don't know why the options for the two Windows accounts are
different, but it seems this must be related to the auto sign-in
problem?
