Home page setting changes unexpectedly, or you cannot change your home page
setting:
http://support.microsoft.com/default.aspx?scid=kb;en-us;320159&Product=ie600
http://runonce.msn.com/runonce2.aspx
http://msmvps.com/blogs/spywaresucks/archive/2006/10/19/188482.aspx
http://www.enhanceie.com/ie/troubleshoot.asp

Try in safe Mode and if you have a security software that can block you from
changing the Home page go to the configuration Option and change that to
allow you to change the Home page.
In the S&D click on Tools >> IE Tweaks >> Miscellaneous Locks
[ ] Lock IE Start Page Settings in front of the current user. uncheck
this option or Ad-Aware working in Ad-watch can block you from editing the
home page.
You can Start with clean Boot by opening the Run command and type in:
msconfig click [OK]
On the System configuration window click on StartUp Tab and uncheck the
Lines for Norton and Defender and reboot your computer and try to change the
Home page.
Also you could have Spyware that blocking you from changing the Home page so
scan for malwares.
Here is the Registry editing:
Open the RUN command and type regedit32.exe
or regedit.exe and Click OK.

In the registry Editor click on this KEY:
[+] HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main.
Loook in the Right Pane/Window for Local Page Right click on it and select
Modify.
In the new window Input the Data C:\WINDOWS\SYSTEM\blank.htm and click OK.
Then Locate *Start Page* and there put the New Home page you want, Right
Click on it and select Modify and in the Data: http://www.bbc.co.uk for Ex
and click OK.

The same on this KEY:
[+] HKEY_LOCAL_MACHINE\Software\Microsoft\Internet Explorer\Main.
Local Page change to C:\WINDOWS\SYSTEM\blank.htm.

Start Page
:http://www.microsoft.com/isapi/reddir.dll?prd={SUB_PRD}&clcid={SUB_CLSID}&pver={SUB_PVER}&ar=home
click Ok and Exit the Registry Editor change the home page on the IE
Properties also and Reboot and see if the issue resolved.

Try the Home Page Lock and Unlock from here- line 63 1st column:
http://www.kellys-korner-xp.com/xp_tweaks.htm
Bear in mind if you have a protection/security software that configured or
by default set to block any changes or alert you to take action, try to
reconfigure it to allow you to change the Home page.
Did you clicked on Apply then [OK] when you tried the URL for your new Home
page?.

For Malware download both these software:
http://www.lavasoft.com/products/ad-aware_se_personal.php
http://www.safer-networking.org ; for Spybot S&D
Read here and you can post to the MSN newsgroup:

Hi,
You can always Revert back by Restoring your System to before you changed
the settings or applied the Steps given in my post.
Again did you tried to change the settings for Norton and Defender to Give
you access to change the Home Page?.

On the Runonce page, read the wording on the page and click on Customize or
the links provided on it, then set back your Home page to say Google.com or
whatever page your liking.
