Why does IE7 load microsft home page although it should be blank ?

After installation of Int Exp 7 I specified on menu

Tools->Internet Options->General

that IE7 should start with a blank home page.

Much to my surprise IE7 loads a page with URL

http://go.microsoft.com/fwlink/?LinkId=74005

Why ?

How can I REALLY start with a blank page ?

Please use the IE7 group.
The recommended newsgroup is microsoft.public.internetexplorer.general

In a proper newsreader:
news://msnews.microsoft.com/microsoft.public.internetexplorer.general

If you must use a web interface:

Easiest way to stop this is to go to the "runonce" page and complete the
tasks there. When
finished, you can set your home page to whatever you want.

If no joy, post to the IE 7 newsgroup:

Users of IE7 are asked to post their comments to
microsoft.public.internetexplorer.general newsgroup.
