High CPU usage slowing computer

In the Task Manager, the CPU is fluctuating all the way
to 100% in the taskmgr.exe, even when I'm not running
anything. Went to Kellys Korner and installed the item on
line 113. It might have helped just a little bit. Any
other ideas that might help me? Could I have loaded the
line item 113 wrong?
