cpu usage 0-100 programs runs slow

Programs start running slow. Hourglass never goes off.
Task manager shows CPU usage fluctuating from 0 - 100%
No virus shows up; No spyware shows up. To check it out,
I disconnect internet. Close PopUp killer. Close Virus
protection. Close all programs except XP. CPU still
running wildly, and shows 50-70 processes running. Fan
even kicks on to cool the processor. What could be making
this happen?
 
You need to look at exactly which of the running processes is causing the problem. There are several issues with 2K and XP PC's running at 100% depending on the software in use - it may be your AV software. Look at the processes and sort them by processor usage
