help with rules and alerts

Baffled by this problem. In Outlook 2003, Rules and Alerts shows up on the
Tools pulldown menu, but when I click on it nothing happens. No dialog box,
nothing. I am using Outlook Connector to get my mail from msn.com, and I do
not have the same problem on my laptop. Any ideas?
