The rules and alerts dialog fails to start

When I select Tools-->Rules and Alerts...
The rules and alerts dialog appears for a nanosecond but then disappears again
The version is 2003 (11.6359.6360) SP1

Does anyone know of this problem ?
Where would I look for any logs that may help me find the problem ?

I subsequently found the solution in another post - Sorry !

It was in thread "Can't get rules wizard to open"
Thanks to Roady [MVP] for the following solution

Locate the file outcmd.dat ,
Mine was in C:\Documents and Settings\{your_login}\Application
Data\Microsoft\Outlook

rename it to outcmd.dat.old

Then start outlook on the command line with the /cleanrules qualifier
"C:\Program Files\Microsoft Office\OFFICE11\outlook.exe" /cleanrules
