rules and alerts

hi community

can anybody kindly assist me in this "strange" scenario,

i wanted to do away (delete) off rules in the Rules and Alerts dialog box
but these 3 tabs are not activated...

change rules / delete / copy

&

when i do an uncheck over any rules at the checkbox, it automatically
checked it back??

i had tried uninstalled the office and re-install it back, it still have the
same problem??

by the way...

how can i do a clean uninstallation because when i uninstalled Office, and
when re-install them back, it looks like my outlook still looks the same,
with all mails still in it.
