Missing Rules and Alerts

I was a beta tester for Outlook 2007. Once the beta completed, it was
uninstalled and Outlook 2003 was reinstalled. Now I have no Rules and
Alerts under the Tools menu and no rules icons anywhere. I've uninstalled
Office 2003 and reinstalled it a couple of times and still no Rules and
Alerts can be found.
Any help is appreciated.

You missed a really simple step - menus are context sensitive. So first
select the Inbox. Then Tools| Rule and Alerts.

I have the same problem: no "rules and aletrs" option in the tools menu of
Outlook 2003 SP2. It never was there, and is still missing even when inbox
has been selected. Any further ideas? Thanks for the help. John S.
