Maximum is about 20 because Exchange is limited to 32 KB storage space.
Outlook 2003 and 2007 store rules using Unicode so you'll be limited to
about half as many as available in older versions against Exchange.

Exchange 2007 removes the 32KB limitation.

24 is possible if the rules are very small - skip 'stop processing' and
avoid 'this machine only' (not always possible).

Keep the rules as small as possible - for example rather the filtering for
mail from (e-mail address removed)_employer.com, create
a rule for all mail from her_employer.com - if you are moving it to a
folder, name the folder MaryJean and put it under Inbox, don't name it "Mail
from Mary Jean Martin-Smith-Jones" and put it under
Inbox/Customers/California/.
