Outlook will not open the rules and alerts window

I can create rules by doing a right click on an email, but I can't user the
menu item Tools>Rules and Alerts to view a list of all my alerts. Any ideas?

What happens when you try?

Did you reset the toolbar or delete outcmd.dat to see if it helps?
