Outlook will not open the rules and alerts window

I can create rules by doing a right click on an email, but I can't user the
menu item Tools>Rules and Alerts to view a list of all my alerts. Any ideas?
I have all the updates and patches, but nothing seems to help.

I have this problem too. I tried what Diane suggested and it did not help.
The problem is that when you click on Tools/Rules and Alerts, the window pops
up then disappears.

did you find and rename the outcmd.dat file?

look in C:\Documents and Settings\username\Application
Data\Microsoft\Outlook. You can easily access it by pasting
%USERPROFILE%\Application Data\Microsoft\Outlook in the Address bar of your
browser or Windows Explorer.
