Outlook 2003 Rules and Alerts are completely screwed up...

I have had a problem crop up in the last week for which my IT help desk
solution to fix is to re-image my hard disk.

When I click on the "Tools --> Rules and Alerts" menu I get an error box
that says: "The rules on this machine do not match the rules on your
server. Only one set of rules can be kept...." There are buttons for
Client, Server and Cancel.

If I pick "Server" I get another box that says "Some of your rules could not
be retrieved intact. They have been marked appropriately. For more
information, search for help on "Importing Rules"". I click "OK" and see
a message box that says "Updating the Server" for a couple of seconds. I
then get another info box that says "One or more rules could not be uploaded
to Exchange server and have been deactivated. This could be because some of
the parameters are not supported or there is insufficient space to store all
of your rules". I click "OK" and see another info dialog that says "One or
more rules contain errors. Delete or modify these rules". I click "OK" and
I get the normal Rules and Alerts dialog box. It contains two sets of my
rules. One set is in black. Another duplicate set is in red marked
"(client only) (Error)". I must have about 20 unique rules - for a total of
40 in the dialog box.

I have done the following to try to resolve it.
1) remove all the rules in error
2) remove ALL the rules

In either case when I press OK things seem fine - the dialog box goes away
with no more errors.

If I select the menu item "Rules and Alerts" I start with the same set of
dialog boxes.

If I pick "Client" way at the beginning of this missive I get nearly the
same set of dialog boxes ending up with the same set of duplicate rules.
Doing either of the two "cleanup" steps above results in the same non-fix.

ARGH!

I have not seen any real info on where these rules are stored on my system.
Every entry that had a pointer to a file that contained the rules did not
seem to pan out. Is that really the issue or can anyone think of something
to try?

Ideas?

Try starting Outlook with the /cleanrules command line switch. That will
remove all client- and server-side rules, allowing you to start over. You
might also try the /cleanclientrules or /cleanserverrules if you don't want
to be quite so draconian.

Thanks for the pointer - I did not know that Outlook had command line
switches. I tried them ALL and none had any affect. Any other ideas? Do
you think an uninstall / reinstall of Outlook might possibly fix it?

I'd try Help>Detect and Repair first, but I don't think it will help. Have
you tried a new mail profile? It certainly can't hurt.

Tried new profile - did not work
Tried uninstall & reinstall - did not work

Final follow up. IT had to delete all of my rules and I had to recreate
them. I spent way too much time trying to figure this out...
