rules and alerts

Every time I click on the rules and alerts under the tools menu, the dialog
would pop up for a split second and go away. I have tried uninstalling and
installing outlook and office again. Can anybody tell me what's wrong?? I can
create rules but i can't edit or remove them. Thanks.

Account type being used?
Got the latest Office Service Pack installedas well?

you have a corrupt file - find and rename outcmd.dat and see if it works.
It's at C:\Documents and Settings\username\Application
Data\Microsoft\Outlook
