HELP - Cannot open software

I am trying to load the software for my HP Pocket PC. I've tried both
through the Run command and also by opening the setup file from the CD.
Internet Explorer flashes and then nothing else happens. A very quick
message about Active Content flashes open (not long enough to read). I am
using Windows XP and IE 6. Can anyone please help me with this. HP says
that it's an Internet Explorer issue.
