Help and support will not respond

I have Windows XP Home Edition.

When clicking on the start button on desktop icon
box drops down then when clicking on Help and Support
nothing happens do I need to use repair windows
disk or can it be fixed another way?
I do have the file C:\windows\system32\restore\
rstrui.exe which when executed will run restore.
