System Restore & Help and Support

I'm unable to open "Help and Support" to do a System
Restore using HP Home Edition. Nothing happens when
starting from "Start" or pressing "F1" from clean desktop
(no helpctr.exe process runs in task manager). Tried
executing RSTRUI.EXE from \windows\system32\restore
directory and only get a blank (white) window with
Windows Title Bar saying "System Restore" and a "X"
button to close in window. Process shows retrui.exe
running.... Don't want to do a FULL SYSTEM restore form
OEM since all of the latest "Windows Updates" have been
added and don't have that much time in life to do that
process all over again. Created a manual "restore pont"
twice within the last month (after all Windows Updates
were accepted). BTW- Event Viewer shows no issues with
SR, stopped and started both "Help and Support" & "System
Restore Service" services with no joy. PLEASE HELP...

System Restore:
Right click [My Computer] [Properties] then click on System Restore tab.
Put a check in the box for Disable Restore on all drives.
Click apply, then Reboot your PC.
After the system reboots, navigate to the System Restore tab and turn it
back on. Click apply.
Navigate to [System Tools] [Restore...] and choose [Create a Restore Point]
Provide a name for the new restore point.
Try and restore the new point just created. It should work properly.

Entry Point Not Found:
The procedure entry point RemoteAssistancePrepareSystemRestore could not be
located in the Dynamic Link Library winsta.dll
Do a search for the sr.inf file which is normally located in C:\windows.
Make sure you search hidden files in your search criteria.
Right-click on the sr.inf file and select the install option.
