formatting in xp

hi,does anyone know how to foramt a partition that has had the files deleted
rather than uninstalled, leaving one or two files with no association, so
that winxp says it is unable to format, this has really got me , and i
thought i was smart! billy
 
Conditions, (NTFS related), can arise whereby a hard disk is useless until
it's zero-filled, ("zero-fill," still called a "low level format", which
today, (with todays newer hard disks), is not a really a low-level format
but, simply a "zero-fill").

To cut a long story short, if you've got a hard disk with that's been
involved with xp, especially if its' previous xp platform was sitting on a
NTFS partition, download the correct "low level format/zero-fill" utility
from your hard disk manufacturers web site, and run it, and install from
scratch.

The files are in use or system files. You will need to boot the system with
a Win 98/Me boot disk and use fdisk to "delete" the partition. If the
partition you want to delete was the original C drive, deleting the
partition will probably make your system non-bootable.

You may have encountered the problem of deleting a non-dos partition inside
