FAX disabled, but error says not responding

Win2000 Pro SP3 standalone
I do not use the FAX service
I do not have a modem for it
I'm connected to cable and not interested in FAX
It is disabled and stopped it in Services
Upon shutting down, I get the message,
FAX Monitor is not responding, ending program.
Who/what is trying to turn it on?
Does RPC have anything to do with this?
Do I have to turn something on or off to stop that message?

You can completely remove fax from Add-Remove Windows Programs (via Control
Panel > Add-Remove Programs)
