explorer will not respond

Since the service pack 1 for IE6 was installed the users and power users
have not been able to open Explorer. The only one that can open explorer is
the administrator. The only thing that worked was getting rid of profiles
in Documents and settings. This worked for a while, however as soon as the
computers were restarted the problem came back.

This is probably being caused by a third-party program (adware, spyware,
parasite) Some of these can affect only *some* user accounts.
